Minister V. Chernysh: “Russia Creates a Base All Over Ukraine. Main Goal Is to Destabilize Society”

The Minister for Temporarily Occupation Territories and Internally Displaced Persons of Ukraine Vadym Chernysh in the broadcast of “Priamyi” TV channel spoke about key motives of Russian Federation regarding intentions to overturn the existing state system in Ukraine.

“Russia creates a base throughout Ukraine. The so-called “Novorosiia” project – made up by Russian Federation, primarily aimed at destabilizing society. As soon as the aggressor reaches its goal, splitting the society in half, it proposes to get out of a difficult situation by introducing a federative arrangement. And in a federation, as we know, each subject has influence on decisions of the whole country. And first of all it concerns the global issues – Euro-Atlantic integration, development, economics, etc. Such an arrangement is beneficial for Russian Federation, because this way the Kremlin can influence decision-making and even block them”, – said the Minister.

Vadym Chernysh also stressed the illegality of so-called “elections” in the temporarily occupied territories of Donetsk and Luhansk oblasts:

“Elections in separate regions of Donetsk and Luhansk oblasts are stipulated in the resolution of the UN Security Council and are set out in a separate paragraph in Minsk Agreements, but only at a LOCAL level, in accordance with Ukrainian legislation, relevant OSCE standards and maximum transparency. So the elections to so-called “authorities” in SRDLO are out of question”.

In addition, the Minister spoke about the return of occupied territories on the example of Croatia’s experience and outlined the vision of a peacekeeping mission in Eastern Ukraine:

“In Croatia, 2/3 of the occupied territories were reclaimed by military means. However, Eastern Slavonia could not be reclaimed by military means. The third peacekeeping mission, which included temporary administrations, was able to achieve its goals – Eastern Slavonia was reintegrated peacefully. We can draw parallels with the situation in Ukraine. In 2014, 2/3 of the occupied by RF territories were returned by military means: Sloviansk, Kramatorsk and others. Based on Croatian experience, we have a vision and model of a peacekeeping mission in Donbas – Temporary International Transitional Administration”.
