MTOT Economic and Social Recovery Portal is a Common National Platform for Restoration of Donbas
Ministry for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine together with the World Bank and the Stockholm International Peace Research Institute (SIPRI) developed “Portal for Economic and Social Recovery” portal.mtot.gov.ua (hereafter – the Portal) – a modern, innovative online platform for operational monitoring of projects aimed at restoration of infrastructure and the development and support of communities and their projects.

The main purpose of the Portal is to create a single National Platform, which will summarize all information about the needs of the affected region, programs and projects designed to address them. The platform is intended to help executive bodies of all levels, donors, and, as a result, directly citizens who have been affected by the conflict. There is an opportunity to publish and update relevant information, to summarize and monitor it at any stage.
One of the main tasks of the platform is to unite the information and efforts of the Government, local authorities, international partners and the public on peace building and assistance to the areas affected by the conflict in Eastern Ukraine, as well as assistance in attracting investments and loans, including international financial organizations resources and international technical assistance.
The Portal’s functional capabilities were presented at Stockholm Forum on Peace and Development (Sweden) and at the World Bank Headquarters in Washington DC (United States of America). For nearly half a year, the portal has been operating in a test mode, while MTOT has been thoroughly working on expanding the number of users among public authorities (central and local) in order to create a common database of projects and needs in territories affected by armed aggression of Russian Federation in the east of the country.

In order to raise awareness of resource users MTOT, the World Bank, PwC and the UN Office for the Coordination of Humanitarian Affairs, conduct a series of trainings for local authorities on the use of the Portal and filling in up-to-date information.
On November 22, 2018 the first stage – training on tools and functionalities of the Portal with the participation of representatives of 18 local governments and regional state administrations of Kharkiv oblast took place.

In addition to effective learning and mastering skills for working with the Portal, the participants made a series of suggestions for the consolidation of MTOT, international partners and local authorities efforts to popularize and fill the Portal, in particular, in the context of Kharkiv oblast development.
The following stages of trainings will be conducted in the near future in Zaporizhia, Donetsk, Luhansk and Dnipropetrovsk oblasts.
The Ministry appeals to the interested public and the media to become active users of the Portal, as it will allow the authorities to respond promptly to the challenges and problems of the society in the east and to target the assistance of international humanitarian organizations.
